Trump Promises $5,000 Payment to U.S. Adults if Republicans Keep Control of Congress

September 10, 2026 | Dallas, Texas

President Donald Trump has announced a major new proposal that could potentially put thousands of dollars into the hands of American adults.

Speaking Wednesday at the Republican Party’s midterm convention in Dallas, Trump said he would issue a $5,000 dividend to every adult U.S. citizen if Republicans retain control of both the House of Representatives and the Senate in November’s midterm elections.

Trump Calls It a $5,000 Dividend

Trump tied the proposed payment to what he described as the country’s economic strength.

He also said there would be one important condition: the money would have to be spent inside the United States.

The president did not provide a detailed funding mechanism or explain exactly how and when Americans would receive the money.

The Proposal Could Cost More Than $1 Trillion

The scale of the proposal would be enormous.

Reuters estimates that with approximately 270 million adults in the United States, paying $5,000 to each would cost roughly $1.35 trillion.

Questions also remain about implementation and congressional authorization. AP reports that such payments would require approval from Congress; the president cannot simply distribute that amount of federal money on his own authority.

November Election Becomes the Key Condition

The proposal is directly tied to the November 3 midterm elections, when control of Congress will be at stake.

Trump urged voters to support Republican candidates and positioned himself at the center of the party’s campaign even though he is not personally on the ballot.

For now, the $5,000 payment remains a campaign proposal — not an approved government payment program. Americans should not expect checks unless the proposal ultimately receives the necessary political and legislative approval.
